Job to replicate the steps documented on copying an I build as an S or R. CI builds to publish here: 3.yy.0

When job is done, see next steps here:

• Regenerate website pages (if applicable)
• Delete old I or S builds (if publishing a new R build)
• Release latest build to simrel
• Release latest stable build to /webtools/repository
