Jetty 10 WIP

- added new .target for eclipse-latest, orbit-latest, and jetty 10
- added new `latest` profile (activate with `mvn -Dlatest`) to use
  eclipse-latest, orbit-latest, and jetty 10

todo:
- oddly needed to import slf4j and apache commons logging in .tests
- tests failing trying to connect to USSServer: connections are
  immediately dropped
