Bug 582758: Disable deriveHeaderFromSource for tycho-packaging-plugin

This makes sure that RequiredExecutionEnvironment is set in each
MANIFEST.MF of each packaged plug-in jar file.

Having RequiredExecutionEnvironment set in the MANIFEST.MF will avoid
API tool's warnings in the Eclipse IDE about changed execution
environment when using an update site as baseline.
