Use the new tycho-api-tools-verify-mojo

Unify the platform workflow by defining reusable workflows

Currently there is a quite inconsitent mixture of ci workflows, some are
outdated or use different aproaches and configs, some have no workflow
defined at all.

This defines (and documents) a set of reusable workflows that can be
adjusted / updated at a central place and then reused in the platform
repositories.

Fix tag definition and make the build more quiet

Since the transition to Java 17 certain things previously handled as a
warning are now hard errors in the javadoc tool what currently makes the
javadoc profile quite unusable.

This fix the redundant " in the tag definition that seem to confuse the

Use eclipsecbi/jiro-agent-centos-8.latest image instead of *-jdk11 image

The eclipsecbi/jiro-agent-centos-8-jdk11:latest image is no longer
supported and uses an outdated remoting version. It was only used to
test for regressions before the eclipsecbi/jiro-agent-centos-8 image was
switched to JDK11 by default.
