Use the new tycho-api-tools-verify-mojo

Unify the platform workflow by defining reusable workflows

Currently there is a quite inconsitent mixture of ci workflows, some are
outdated or use different aproaches and configs, some have no workflow
defined at all.

This defines (and documents) a set of reusable workflows that can be
adjusted / updated at a central place and then reused in the platform
repositories.

confusion if different runners use different maven versions, therefore
we now use a fixed maven version to install for all runners.

Move 'tycho-apitools-plugin:generate' execution to build/plugins section

The tycho-apitools-plugin:generate mojo already checks if a project has
a manifest file and if not silently skips its execution. Therefore it is
not necessary to guard it with a profile aciveted with the condition
'<file><exists>META-INF/MANIFEST.MF</exists></file>'
