If you want to speed up build time considerable(about 2x) mark this variable as true. Structor caveat(Builder beware) this skips all unit tests which could cause issues with the build artifacts and zip files on download.eclipse.org if build is busted. Be careful, use only when confident that the build is fine. Mainly to be used to post to eclipse.org in a a hurry.
