Release build for Mylyn Docs and WikiText - https://projects.eclipse.org/projects/mylyn.docs

Running this build performs the following:

1. sets the release version (e.g. 3.0.44.202211081100) on all artifacts
2. compiles, packages and runs all automated tests
3. artifacts are signed (eclipse jar-signer and GPG)
4. deploys wikitext/core and supporting artifacts to Nexus staging, then automatically releases them
5. docs-site p2 repository is copied to the download.eclipse.org file share
6. triggers promotion job to tag the HEAD commit used for this release and push a commit to bump the development version of wikitext artifacts
