Bug 512920 - Dependency convergence for Client

Changes:

* inline properties that are used once or not 100% connected
* roll jena-core back to 2.7.1 because it's what core 2.1.2 will use
* make sure that all net.oauth.core versions match to their POM
* switch from dependencies to their mgmt for POMs we transitively depend
  on
* set 'test' scope properly
* remove 'compile' scope, which is the default
