Changes

Dependencies, Maven plugin and org.eclipse.ee4j:project versions upgrade (#2084)


There are a few notes about this change:
- everything was upgraded to the latest available versions except dependencies bellow
- jakarta.ws.rs:jakarta.ws.rs-api 3.1.0 -> 4.0.0-M1 can't be upgraded as 4.0.0-M1 seems inconsistent
- Project parent pom was updated to 1.0.9
- Surprisingly AsciiDoctorJ with latest JRuby works
- Latest AspectJ works with JDK 21 -> testing module org.eclipse.persistence.jpa.testapps.metamodel.aspectj should be enabled now
- JAXB, WS API, SOAP (SAAJ) remains untouched
- Due OSGi tests Jakarta EL API  is in 5.0.1 version
