Deploy a new ${RELEASE_VERSION} of Californium project to Maven central.

• Checks out ${RELEASE_VERSION}
• builds all artifacts to be deployed
• deploys artifacts to Maven Central Staging Repo

Use californium-deploy-maven-central-2.7 for a 2.7 release (less artifacts). (Take care of the element-connector-tcp, it's only available for 1.1) (Take care of the element-connector-tcp-netty and cf-oscore, it's only available since 2.0.) (Take care of cf-utils/cf-nat,cf-utils/cf-cli,cf-utils/cf-cli-tcp-netty they are only available since 2.4.) (cf-simplefile-server is only deployed to maven central since 3.3.0)
